Portland’s Confederate Engineer:
Colonel Isaac W. Smith

Turn on the water faucet in any kitchen in Portland and you will get a seemingly endless supply of safe, clean, clear, cold mountain water. It has pretty much been that way since 1895 when the pipeline from Bull Run Reservoir to Portland was designed and built by one of Confederate general Robert E. Lee’s best engineers. Isaac Smith is known as the father of Portland’s water system but he had an international career that made him one of the most significant civil engineers of the 19th Century.
